You need ISA SP1 installed before installing Win2003 SP1, so I figure the installer does some magic during the automated upgrade process.
You can tell if ISA SP1 is installed by opening the ISA firewall console, clicking the "Help" menu in the menu bar of the console, and clicking "About Microsoft ISA Server 2004".

Is there already a sp for ISA 2004 or is he talking about ISA 2000 sp1? That is a very confusing exchange, do you have the abilty to edit the post? Thankx for starting this SBS specific info portal for us Dr. T

OK so I guess I am confused by your response to him that you need sp1 before applying w2k3 sp1 which is out of order for our (SBS) updgrade process.
Acording to the install docs it is, 1. Service Pack 1 for the Windows Server« 2003 operating system 2. Windows SharePoint« Services 2.0 Service Pack 1 3. Exchange Server 2003 Service Pack 1 4. Windows XP SP2 for Client Deployment 5. Windows Small Business Server 2003 SP1 6. SQL Server Service Pack 4 7. Last but certainly not least ISA 2004 (which includes the sp1 bits on our disk)
I have done a number of upgrades using this order and not had any problems. Their may be something different in the installer for SBS?

The ISA 2004 version that comes with SBS2003 Service Pack 1 has already ISA2004 SP1 installed. You can tell this by the version number in ISA04 on SBS which is 4.0.2163.213
