I have loaded raspppoe as my dialer and no longer have problems.

I've been using RASPPPOE all along. Also tried a few other dialers with no luck.

Hi
My point was, the ip is a default private address provided by ras server.

Behavior When a DHCP Server Is Not Available
The RAS server uses Automatic Private IP Addressing (APIPA) to assign IP addresses to RAS clients. These addresses are randomly chosen from the 169.254.0.0/16 subnet.

Hi SR,

And if you configure your internal network routing infrastrucutre to support APIPA, the VPN clients could actually use those addresses to access the internal network.
