I want to use ISA to access internet, via one way satellite for receive and send via dial-up.

I should use a proxy, when I login ,in the satellite. it uses a DVB card(NIC).

How can I configure ISA, I installed it but it just receives via Dialup.

Any help would be appreciated. "[Confused]"

you should setup an upstrem server with the Proxy server which you have
