outbound FTP on alternate port

One of my clients want to access a external FTP server that uses port 1234 instead of port 21.  It is passive FTP.

So I created a protocol rule that user for outbound TCP/1234  with secondary connections for TCP/1024-65534 (as suggested in  http://www.isaserver.org/articles/How_the_FTP_protocol_Challenges_Firewall_Security.html  , 4.3 Firewall Client).

All works well but very slow.  When I create a rule "allow all IP traffic" for the same client,  things are much faster.

What could be the problem ?  Or even beter : how can I speed up ?
