publishing using 2006

Hello All
I am working at a University that has a big campus in 4 sites, iam using ISA 2006 with 2 servers one for the internal and the other for external users, I have my web server that contains the website which is
1-working fine from any internet user
2-internal users(one of ISA2006) is working fine
3- the external users (the ISA2006 ) when any user use it as web proxy (even Me for testing) it gives the following error:

Technical Information (for support personnel)

Error Code 10061: Connection refused
Background: The server you are attempting to access has refused the connection with the gateway. This usually results from trying to connect to a service that is inactive on the server.
Date: 26/06/2008 05:18:01 Õ [GMT]
Server: isa-ext.x.x.com
Source: Remote server
    Note: the internal ISA has no publishing roles while the External(which has the problem) has 2 other publishing roles for websites that hosted at the external campus site(colleges)
    any one has any comments????

    Hi,

    why do you want to your external users use ISA as a proxy server?

    Thx for your time...

    But as I mentioned ubove my uni. campus is wide and Iam the only ISP for the whole university,... so they are connected with the university by a leased line.

    so they must access the net from my side using this ISA server?

    OK, but they must not use ISA external NIC as webproxy. You must to create an access rule from internal to external allowing the http/https protocols. Configure their browsers to use ISA´s internal network.
