Status: offline 		is it safe to say that http requests from snat/firewall clients are redirected to the web proxy service?

Yes, as long as the Web Proxy filter is bound to the HTTP protocol, the connections from SecureNAT and Firewall clients are passed to the Web proxy component of the ISA firewall.
