wpad.dat is not found

Status: offline 		Shouldnt i be able to go to http://isa/wpad.dat and pull up a file?

I cannpt find a "wpad.dat" file on my isa server...

And i still cannot get isa to allow me to connect to port 80.. it keeps denying me even when i create a rule allowing access to the local host from internal on "http" or port 80

There is no wpad.dat file. Its dynamically generated.
