z39.50 protocol ...help

A user has some software that uses the Z39.50 protocol. I have created protocol definitions for 210/tcp and 210/udp and added these protocols to the Protocol Rules access policy. The site and content is set to allow all.
As it is not a normal protocol I am testing it using the firewall client... but it doesnt seem to work. Do I need secondary ports for the protocol definitions? or what?
